Reboot, if you haven't already after installing the redistributable.

First be sure to right click on the icon and choose "Run as Administrator" see if that changes anything.

Select no when it asks you to run in safe mode. Honestly it should go on even after saying no.

At this point since we're not getting the dx9 error anymore I would suggest uninstalling and reinstalling your game as this is a different problem than the original one.

Sounds like you may need to uninstall and reinstall the game. Could be a corrupt file
