Stand directly under the care package or really close. Jump and hold X (X Box). No, you have to be able to get close enough for the "Press and Hold X for..." to come up, and you just keep holding X. You'll freeze in midair and start opening the package. You can't, for instance, get a care package off the bridge in Underpass. Not without getting out of the map, that is.
